"The sharks' population is declining," says Kevin Wessels, who is a shark researcher at the International Sharks Research Institute in Monterey. "They are becoming increasingly common on Australian beaches."

Wessels says that this change can help people stay off shark attacks, but that a large change such as this may take many more decades to take hold.

The shark, which is 5 feet, 2 inches (20 centimeters) long and has the biggest shark teeth on record, is a type of porbeagle, a small shark that has large and sharp teeth, and it's unclear when it was first spotted in the wild but has since taken on the name sharks from the western part of the Borneo archipelago.

The new shark's size, the researchers say, may be a clue to what scientists think is the next threat to the fish population: the impact of climate change.

The southern sea ice may shrink as the Northern Hemisphere warms, which could mean that there are fewer fish. And that could mean that there's less fish in the Gulf of Mexico, which has more fish stocks, according to the International Union for Conservation of Nature's Marine Mammal Committee.

The researchers studied the shark in a series of data points. Some of the measurements were taken on the beaches of South Korea.

At one time, the shark was on top of one of the most popular tourist beaches, Kwanjung, when it was photographed in 2009. Kwanjung's sand was almost empty, meaning that the sharks were at the top, and as the sun set they went into a deep dive, using sonar to track sharks at deeper distances.

But the shark, like the shark on the Cape Esperance beach, went out, and the sharks are now far from popular.

Wessels says that the population decline in northern populations of hammerheads is part of a trend, but may be just beginning.

The housing economist at Bankwest warned that while the national economy is expected to improve over the next year or so as the economic climate improves the housing supply is set to remain in a "steady stream".

"However, the housing market is in danger of becoming a drag on the local economy and not allowing the Federal Government to manage its public finances through the budget by maintaining strong housing construction policies."

"In fact, the strong pace at which the household debt load in the economy is increasing means that the local economy is in for a major downturn with many households having to borrow at the highest rates."

He said the government's record on housing is a problem.

"In the past two years the Government has spent less than $30 billion on housing policy, less than half that of any other significant government expenditure in the country."

The analyst called for a change in policy.

"In our view, the Government's focus on the housing market should be focussed on reducing the burden of household debt in the economy and building affordable homes for working families.

"We would encourage them to change their policy towards supporting the construction of homes for the working age population with the government's targeted $60 billion for regional infrastructure investment."

The Sydney Times reported earlier today that Prime Minister John Key's speech was likely to focus on boosting rental affordability with a focus on "pre-sellers" - people who buy a property before the market has sold.
